New California Military Inspector General

Governor Jerry Brown has appointed Lieutenant Colonel David Kauffman as independent inspector general of the California Military Department and the federalized California National Guard.

Senate Bill 921, a new California law, established the inspector general position in reaction to the financial fraud and neglect of training facilities exposed in an investigation of the California National Guard.

Inspector General David Kauffman, 41, will be independent from California National Guard leadership, which means that whistleblowers can freely report illegal activity without fear of retribution.

Kauffman will be held responsible for transparent quarterly/annual reports to be made public in order to restore confidence in both the 1846 California State Military and the federalized California National Guard.

Inspector General Kauffman will serve a four-year term and will report directly to California Military Department Adjutant General David S. Baldwin.?

Kauffman's annual salary will be $141,619 and his new position needs no Senate confirmation.

David Kauffman, a registered independent, served with the California Army National Guard and U.S. Army reserves for two decades.

Kauffman is an experienced military attorney and former El Dorado County deputy district attorney.
